Art Design: Standard carded window box with comic book style illustrations.
Headsculpt: The Buzzsaw haircut looks great, and the face with the stress lines looks like he could have been an excellent bad guy or a tough C.O. or D.I. Unfortunately, GI Joe decides to follow the "Max Steel" path, and they give Over Kill a metal jaw. Not only that, but the silver metal jaw has no highlights of any kind, so it looks pretty lame unless you are standing close enough to notice the teeth and how it connects to the human jaw.
Articulation: The body is a GI Joe Muscle Body 2 with the Gripping Hands. The right arm has a ball joint which accepts two weapons that are included. The ball joint allows the weapons a 360 degree shooting range.
The Outfit and Gear: The green T-Shirt is molded on. Over it as a nice black harness with a crisp, red COBRA insignia. The harness has a peg for the handgun. The boots have a knife scabbard on the left boot. The scabbard serves to sheath one of the cyborg's weapons. A nice helmet is included along with a red rubber scarf. With the scarf on, Over Kill looks like he could have been the pulp hero, THE SHADOW. The red scarf could come in handy for fans of THE SHADOW. The green lycra pants with the red COBRA insignia are also nice because they are a different color from the norm. The two weapons that attach to the arm are a bit cheesy, and the handgun looks like something old from the Action Man series.
Overall: This set sells at $9.96 at most retail stores. The sinister headsculpt could have been great but-for the metal jaws. The scarf and helmet are a plus, but this set is a bit flat compared to most of the others.
