12" GI Joe Hi-Tech; Valor vs. Venom
Art Design: Another colorful GI Joe 12" action figure window-card. The box shows Hi-Tech dressed with a gray shirt and blue cargo pants, flowing blonde hair and a green bandana. The art on the box depicts a Hi-Tech figure that is better than the actual figure. Hi-Tech's real name is David P. Lewinski. He is a Grade E-4 Operations Support Specialist.
Headsculpt: Hi-Tech is probably the most ruggedly handsome 12" action figures that GI Joe has done in a while. Hi-Tech looks a bit like 1960s bodybuilder Dave Draper. This GI Joe  has a removeable computer link in his ear. It is good to see a GI Joe headsculpt that does not have a generic look. Hi-Tech stands out.
Articulation: Basic figure with minimum artiuclation. The rolled-up molded sleeves give this figure limited arm articulation.
Outfit: Molded on kevlar vest with pockets and tan pants. The bulky vest makes it hard to dress this figure in any other outfit. The useless non-working pockets are also a minus.The pajama  pants are tan. The boots are a rehash which was originally from the Action Man Space Commando set.
Gear: The bulky rubber harness weighs almost as much as the action figure. The harness has little slots for all of the pieces of the rifle. The plasma mega sniper rifle has about ten parts that you can put together in different ways. A guide is included which shows all of the various weapons that can be made with this set. You really have to see it to believe it.
Overall: The headsculpt is great. The generic, somewhat boring, molded-on outfit takes the figure down a grade. The mega plasmatic sniper rifle is interesting for kids to put together and take apart. At $9.99 it is a nice set for kids. The bad news about the rifle is that it is made in the 1990s "Hall of Fame" gigantic size and so it does not look very convincing.
