Packaging: Same Max Steel blue card with the orange "Max" and silvery-white "Steel." The items are on a tray on a card, so they are very easy to pull off the card. The MINT only collectors cannot open this item without destroying the card.
Outfit: The Urban Siege Mission Gear consists of upper body armor which has four straps that attach to the pack-plate of the armor. A helmet with a removable transparent face plate attaches to the body armor.
Gear: On the back-plate of the body armor, the N-Tek Power Pack attaches. On either side of the N-Tek Power Pack is a cavity to which you can attach the Pulse-Cannon. The Pulse Cannon shoots a projectile. The Urban Siege Mission Gear also includes a "Nuclear" rod carrying case and two nuclear rods. Only one fits into the case, so I guess the message is that there may always be some loose nuclear materials in the environment. The Nuclear Contamination Detector looks like a Mine Detector. When it gets close to the "nuclear" material a red indicator lights up (see photo above). That is a very nice extra feature, especially for kids.
Overall: The armor is a little rubbery, but the rest of the set is very good and it packs a lot of fun for the price of $7.99. Below is a photo of Jeremy McGrath in the Urban Siege Adventure Pack (right), and the G.I. Joe Night Ops figure in the Urban Siege Mission Gear (left).
